Extend the abstract model to a concrete model specifically for Chicago. This would be created similar to the concrete model in the USLM User Guide, but tailored to Chicago instead of the US House of Representatives.

Right now we're using generic levels with a role attribute, but this isn't the cleanest way to publish the data.
