As a way to encourage people to annotate documents I've mocked up what placement for the instructional animated gif could be. The "x" would dismiss the prompt.

I found this tool to help create the gifs as mentioned in this article.

Also included in the mockups are flows for directing people to login and annotate directly from the document instead of instructing them to go elsewhere to login and create an account and then come back to annotate. An integrated process would be ideal for encouraging participation.
