Here's the first pass at user pages. Wanted to keep it pretty straightforward and similar in some ways to the homepage. A simple list of the documents a user has interacted with. In this case Zoey Washington is a verified user and has a tab in her list for documents she's sponsored. For non-verified users I expect there would be no tab and only a straight list of documents they've annotated.

I expect there are some elements missing. What other information does this page need?

To accommodate for the multiple types of comments that a user can make we might want to consider an activity feed approach for the user page. This eliminates having tabs for different kinds of activity (though perhaps they can be filtered) and it leaves a section dedicated to sponsored documents above.

To accommodate for long lists sponsored bills (pushing down the activity section) I've merged the tabs idea with the activity feed to produce the following.

If a user doesn't have any sponsored bills then there are no tabs and their activity feed is shown by default.
