Remove need for MySQL Super privileges

My hosting provider does not allow me to invoke super privileges on any user. I am not well-versed enough to build a work around (or even know why the privileges are necessary). We are looking to get Madison running for an upcoming zoning ordinance, and this is a hurdle.

You know I was never able to get Madison up and running right? I would
still like to be able to do so, but I'm not sure where to begin. A
quick-start how-to in the wiki would be awesome !

There is a short installation guide - INSTALL.md - in the root directory that should help. If it doesn't, shoot me a message and I'll help you get it up and running.
