[enhancement] Description panel should open/close like the other panels

In the Configuration->Thing view, when a Z-Wave thing is selected, the Description section can become very long, requiring a lot of scrolling to get to the other panels. It would reduce scrolling if the Description panel could open and close like the other panels. The default should be closed.
