Zifencei coverage missing

As far as I can tell, we have no coverpoints targeting the fence.i instruction from the Zifencei extension.

I’m working on infrastructure for custom instruction tests. Applying it to Zalrsc right now, and eventually should add it to Zifencei, Zihintpause, and regular fences, and take some of this out of ZicsrM.
