Bug Description and Steps to Reproduce

In open-im-server version V3.7.0, using etcd for discovery causes multiple duplicate client services to be retrieved. The issue arises because version V3.7.0 references the github.com/openimsdk/tools v0.0.49-alpha.19 package, which has a bug in its etcd implementation. Although this issue has been resolved in later versions of the github.com/openimsdk/tools package, open-im-server V3.7.1 has not yet updated its reference to the newer package version.
