Category Parser

Currently operates as follows:

• If the PDF has been obtained from ACC, category is ACC
• If the Court has a known category, assign that category (eg Family Court -> Family category)
• If there is a known law report citation for the case, and the law report has a known category, assign that category

Otherwise no category is assigned.
