Schema $ref URLs should support relative

Currently $ref URLs in schemas only support absolute URLs which makes development awkward/difficult. This means schemas must currently be written like:

  '$ref': 'http://localhost:8080/omh/v1/omh:omh:foo/1'

which is suboptimal.
