It looks like organisational-boundaries/Vector MDU/VectorMduShapefile.dbf has got wrong contents.

File contents seem to be copied over from organisational-boundaries/Vector MDU/VectorMduShapefile.prj

This renders the shapefile attribute data not usable & shapefile software/converters to fail.
