[landcover] Rendering of natural=* labels

The following are all tags used for common natural features in Iceland (and probably elsewhere) on nodes (along with place=locality to get them to render). They're traditionally rendered as plain text on maps:

• natural=fjord
• natural=heath
• natural=valley
• natural=peninsula
• natural=bay
• natural=channel
• natural=inlet

The list is ordered roughly by how prominent each should be on the map. But of course these things can differ wildly.

To recap from irc: you are proposing to render them as plain texts, on a node, the same as place=locality, but at lower zooms.

Ideally the labels would be based on size and shape of an area, but that is currently hard to achieve.

Right, Ideally we'd be tagging them as areas but getting an extended version of the place=locality plain-text label would be fine for now.

Here are proposed zoom levels to show the features at, shouldn't bee too invasive:

• fjord/heath/bay: 8..18
• valley/peninsula: 10..18
• channel: 12..18
• inlet: 13..18
