[roads] Rendering railway tracks below bridge.

Railways (without layer definition) below bridge (layer=1) are rendered above bridge.

Real example:

• Road R43 is on the bridge.
• Below, there are railway=tram tracks.

By the way, I think this issue only applies to trams, not other railway types.

I think we should solve gravitystorm/openstreetmap-carto#163 before this can be solved.
