Add instance config for Indy VDR Proxy

This isn't so much an issue as it is a question for the maintainers of this repo; the Bifold + BC Wallet team would like to set up load testing for the Indy VDR Proxy service we intend to use and this repo seems to be the most apt location for the majority of that work. Would you mind if I, or someone else from our team, contributed a PR with this addition?

AFAIK the process would be adding most of the generalized code to this repo and the config for bcgov-specific testing to the bcgov repo here: https://github.com/bcgov/akrida-bc-load-generator-scripts

I'm still in the process of learning the load testing ropes so any feedback is welcome. And ofcourse, thank you for the work you've already done
