Я, как помощник, взявший заявку, хочу иметь возможность:

Закрыть заявку как выполненную
Закрыть заявку как несоответствующую
Вернуть в пул заявок. (опционально, с дополнительными комментариями)

Клиент получает сообщение об изменении статуса заявки
