Crowdsec - Allow Manual Firewall rules by enabling Aliases only

Is your feature request related to a problem? Please describe.
There are two problems I am facing
1 - I have rules that need to be before crowdsec FW rules
2 - I already have an Alias aggregation of DROP_v4 and DROP_V6.

By allowing custom rules it gives me more fine granular control where and how I want crowdsec rules to be.

Describe the solution you'd like
I would like an option to only have the aliases populated without enabling the FW rules, or at least by default the Aliases are populated without any rules when IPS is turned off.

Describe alternatives you've considered
I tried to turn off the IPS checkbox but the Alias will not update.
