Unable to configure QUIC on the haproxy plugin.

Describe the solution you like

The ability to use haproxy with QUIC. Per the linked forum post the haproxy version being used supports QUIC however the UI doesn't allow us to use quic. It seems like a rather simple UI change and small backend changes to enable support.

I had to postpone support for QUIC. However, I still want to add it, but I can't provide an ETA.
