Trying to ascertain if a government dept / org becomes a Manufacturer because of this effort.
Trying to ascertain what willingness / ability will the government dept / org have in lessening the Manufacturer burden?
By this example, would like to ensure Commission members (and nation state governments) understand and appreciate the effort (and possible obligations) this creates.
