Blueprint permission denied

I am trying to install Nebula theme and have completed the blueprint installation. When I do blueprint -install nebula I get a permission denied error.
-bash: /usr/local/bin/blueprint: Permission denied

run with sudo

Sudo won't fix a script lacking execute permissions.
