Connecting from CLI.

Current CLI tools require a "mnemonic" file to be able to submit operations.
It would be nice for a CLI app to connect to a browser wallet, and require the user's approval to perform transactions.
This is of course not for automated CI tools, but for utilities that requires user's approval on transactions, and still don't want to implement the utility as a browser app.

The flow:

• run CLI tool
• tool display a QR code on the console.
• point the mobile wallet at the QR code
• (alternately, can show a URL, and the user open that URL in a browser)
• CLI can query the wallet (e.g. to make sure it is the expected account)
• The CLI can now use the wallet to sign and send transactions.
