How forking repositories between organizations with different billing tiers works

I'm very confused by how it works when repositories are forked from one organization to another.

I have two GitHub organizations. One is in the Free tier, the other in the Teams tier.

When I fork a repository from the Free tier into my organization in the Teams tier, it seems some Teams-level features (like branch rulesets) are not available. Why is that? How exactly does this conflict resolve and how does it work?

Rulesets are available for free plans as well, as mentioned in our documentation . What other features have you noticed missing and is this happening with each fork?
