We noticed this as well. We are on 3.6.2 and wanted to upgrade to 3.8.17 per the prescribed upgrade path. 3.8.17 cannot be downloaded.

I checked AWS and GCP packages.
3.8.17 AWS
3.8.17 GCP

Ultimately we will move forward with a jump to 3.7 because that link is working
3.7.19 AWS

However, we will be blocked again because the link to 3.9 is also not working
3.9.18 AWS

Some guidance here would be much appreciated.
