Is there any way to convert python to exe on Linux?

Not directly - Windows builds need to be done "natively", using Windows version of python and python packages (wheels that contain binaries contain only binaries for specific OS, so that outright rules out "cross-compilation"). So you would have to set up Windows-based python under wine, or in a VM.
