Summary

Currently, any Twitter user can command the bot under any tweep's tweet and it'll reply them with mentions.
This may be an irriation to users.
The response of the bot should be locked to only the owner of the tweet to prevent this
It will also minimise the use of memory on the redis server and Twitter rate limits
