Tech debt: doc builds requires extension requires numpy #274

PR #271 found that doc-builds now require the C-extension to be built, which in turns requires numpy. We should either:

  1. Document this dependency in developer notes
  2. Refactor the extension code / build code to not require numpy
  3. Refactor the doc build code to not require the C-extension
