Expose "language chooser" when following #1007

Mastodon allows a follower to specify the language(s) of the posts they want to see.

Expose that option when:

following someone
seeing their account in a list of followers

Possibly also include a breakdown of their recent languages when looking at their account, on the suggested accounts page, and in notifications.
