Clicking "Manage" on an unpublished library throws 404

That's mostly it- I'm viewing a library, the Manage Current Library icon exists, but when I click it it tries to make an API call which returns a 404 because this library has not been published. Seems like there should be a "publish new library" view under these circumstances.
