When compiling with a spotty/inconsistent network connection, compilation occasionally starts and never ends - presumably because it was started at a time when the network was down. Because there is no way to kill the compilation, the only way to retry is to close the Particle Dev application, relaunch, and try again.
Compilation should return a failure in cases of failed networking attempts such that compilation can be retried without restarting the entire application.
