Add check for the presence of events in the DL approach

In the DL approach, we work with precipitation time series over a few days.
The date of a claim can be uncertain, so we might have events responsible for damages that are labelled as no damages.
Therefore, we need to check if there is a claim within a window of a few days and if so, set the target to true.
