Is this a new component or an extension of an existing one?
This is a new pattern that we have introduced in some of our recent designs.

Describe the feature
This pattern provides prompts or call-to-actions to help users identify the right contacts for resolving UI issues. The "Who's my administrator?" messaging can be displayed as a link button that opens a popover when clicked, appearing in various views such as empty states and table toolbars.

Are there visuals for this feature? If applicable, please include examples for each state and for varying widths
This document showcases examples of this pattern.
