Create issue template(s) with prefilled content to help streamline the process for contributors and maintain consistent issue reporting.

Refer to ISSUE_TEMPLATE files in patternfly-react: https://github.com/patternfly/patternfly-react/tree/main/.github/ISSUE_TEMPLATE

Create a new issue template file in the .github/ISSUE_TEMPLATE/ directory.
Add issue type, description, expected behavior, steps to reproduce, etc.
Ensure template is easy to use and clearly outlines the necessary information needed for troubleshooting.
Provide an example of how the template should be used.
Test template to ensure it works as intended when creating new issues.
