A config file will allow users to set lots of local options such as (these can be broken off into new tasks):

choosing color themes
choosing colors for specific elements in the UI
default/preferred/fixed orientation
which icon set to use for the buttons
configure regular and mono font
choose preferred timezone (UTC, local, GMT, etc.)
