get_pacea_data() option force=TRUE does not seem to hard force a download of new pacea-data .rds file

I've been adding .rds files for the HOTSsea model. Updating the file in pacea-data, but not changing the filename (including version number), the force=TRUE option does not seem to force a new download, even though that's what the help seems to imply.

I've gone in and manually deleted the file from my cache, which is easy enough, but the force option would be easier for users.

Clarified the help in get_zenodo_data(); just do the same for get_pacea_data().
