Alt+Insert not detected as the shortcut for creating new files

What steps will reproduce the problem?
1. Right click on a folder in the Project view 
2. Use the context menu (right click) to create a new file


What is the expected output? What do you see instead?
Expected: Key Promoter suggests Alt+Insert
Actual:   Key Promoter suggests assigning a new shortcut 

What version of the product are you using? On what operating system?
