Hardcode fees for EUR offramp

Context

As we are progressing with the custom fees solution with MYKOBO using SEP-24, we would need to hardcode the fees on the Vortex UI

Acceptance criteria

• Hardcode 0.25% fees on the Vortex UI, this should be only in the case when EUR is selected as the offramping currency
• The calculation of the final amount should be done using this fees

The fee was changed in #388 so we could close this ticket by now. I forgot that this ticket existed and ignored it when adding the change. The "(0.25%)" text is not shown in the details field, is this a hard requirement for you @pendulum-chain/product? If not, let's close this ticket.
