Changesets have an issue that bumps major versions when it is not needed and even wrong according to semver. An example is this PR #1825 – protobuf has only a minor change but all packages that had protobuf in peerDependencies section got bumped to major.

We can track the issue and update the config of changesets as soon as possible after it is resolved: changesets/changesets#1011
