EOF sequences being flagged as BOF #1

For at least some of EOF sequences (may be all) these are being flagged as BOF rather then EOF, this is causing some identification errors. Example below.

PRONOM 2020

These are the InternalSignatures generated by SigTool. Pronom2020 passes the sequence to SigTools 'ConvertExpressionToXML' and inserts the results into the generated XML. Sigtools also determines the offsets

Not clearly stated but it is a question for SigTool and how does it determine the offset.
