Resolve how to fill in missing pacfin years for catch (1981-1983) #12

PacFIN doesn't have catch for 1981-1983. Need to decide way to fill in.

Option 1: Repeat approach from 2021 assessment which was to apply the average of catch from 1978-1980 and 1984-1986 to the msising years. Thus catch for 1981-1983 was the same.
Option 2: Something different

Option 3: Leave those years as no catch. There were no observations of quillback catch in CALCOM those years. During this time the fishery was still focused on offshore species. It is very likely there was very little commercial catch for quillback in those years. It'll take me a few weeks to analyze the CALCOM samples. One thing I plan on looking at is species comps during that time period. Getting input on the fishery from the fleet will also provide insight.

We could certainly assume 0.

Values in the historical period of years without estimates (1969-1977 and 1980) was assumed to be zero in the 2021 assessment. Something that would be nice to know from fishermen is whether the fishery that was operating back to 1916 was similar for these years. Because we have estimates for these far back years its hard for me to think there is nothing in the 70s

Also need value for 1985 which does not have information. Could assume 0.
