It happened when trying to reconnect to a just restarted remote database.
A popup showing a crash and 2 buttons to "continue" or "stop". However I was not able to click anywhere on the application. Worse, my was system was insensible to mouse clicks. I had to ctrl+F2 to kill pgadmin3 and restore it.
The message shown in the popup was related to a crash in wincmn.cpp : 3271 (assert mouse capture ...)
I'm using debian 8.9 with cinnamon desktop. Pgadmin31.22.2
It has already occurred several times before.
