Feature Request - Add option to do holidays that are not a fixed date

I am requesting to be able to have a set it and forget it way for reoccurring days that happen on specific days of the numbered week of specific months. Mostly because having to set these up as days every year would not be the most fun.

I cant really figure how to explain this but I have some examples below.

Examples:
Presidents Day (Third Monday in February)
Memorial Day (Last Monday in May)
Labor Day (First Monday in September)
Columbus Day (Second Monday in October)
Thanksgiving Day (Fourth Thursday in November)
