If you're referring to TorchSWE.py, it is created automatically after following the installation process in the README. See this line in the installation setup:

TorchSWE/setup.cfg

Line 53 in 3faa18d

TorchSWE.py = torchswe.__main__:main

But I must remind you that this is an old toy project from several years ago. It has not been maintained for more than 3 years. I honestly don't know if it still runs or not now.
