Apply Filter button obscured / disappears after selecting a checkbox in mobile view on desktop

Describe the bug
If you check and uncheck a filter, the "Apply filter" button appears and then is obscured by the filter list making it difficult to notice and select.

To Reproduce
Steps to reproduce the behavior:

1. Resize browser so the site goes into mobile view.
2. Go to a resource listing
3. Click on 'Filter' > 'Topics' to bring up checkboxes
4. Select and unselect a topic
5. notice the Apply Filters button appears and disappears at the bottom of the viewport.

Expected behavior
The Apply Filters button shouldn't be obscured when checkbox is selected.
