(Use an operator for this if one exists in the community.)

As a first step toward adding gitlab support to ploigos, let's stand up an instance of community gitlab.

This story will help us evaluate community gitlab, identify any existing operators, evaluate the quality of said operators, and provide a test bed for changes to ploigos-software-factory-operator and ploigos-step-runner.
