There are two options here for JSON final extract NIVC template:

  1. In step_out, write to the first MAX_VALUE_LENGTH bytes the intended output, padded by zeros. Rest of step out is zeros.
  2. Have a signal output value to place the MAX_VALUE_LENGTH bytes in that contains the intended extracted item. Zero out all of step_out so this cannot be meaningfully reused again.
