editing weewx.conf and skin.conf

Hi!
New installation weewx. 4.10.0 and Belchertown 1.3.1

At REAME:

"The benefit to adding these values to weewx.conf is that they persist after skin upgrades, whereas skin.conf could get replaced on skin upgrades."

But after I edited weewx.conf [[Belchertown]] [[[Extras]]] the skin.conf ( /home/weewx/skins/Belchertown/skin.conf) not changed, and when I try to modify this skin.conf nothing happened.
Weewx.conf editing result visible and work properly.

Anybody can help me where is the 'real' skin.conf?
