Missing LICENSE file

This project is a great idea. 👏 Nice work.

I noticed that the project is missing a LICENSE file. Is the intention for the code to be under an open source license?

If so, I'd suggest a permissive license, approved by the Open Source Initiative, such as:

• Apache v2
• MIT
• BSD

Happy to open up a pull request if that's something you'd accept.

That sounds like a good idea. I would be happy to accept a PR. To keep it consistent with the rest of the OPA space I would suggest Apache v2.
