Panel mouse lag #1534

This issue has been going on for quite some time. I don't know what is causing it, but a reboot always fixes it. After some period of time, however, my cursor will stutter, jump or lag when in the panel area. Everywhere it's fine. This also applies to any drop-down menu that originates from the panel.
