Is your feature request related to a problem? Please describe.
User sent:

$ oc pxc cluster describe
Failed to setup port forward: Failed to setup connection to Portworx cluster to svc kube-system/portworx-api port 9020

Describe the solution you'd like
It would be good to have the error inform the user that they may need to configure using pxc config cluster set --help
