R: implement "Insert Roxygen Skeleton"

I have a toy package I'm working with as I work on the testing stuff and I keenly miss "Insert Roxygen Skeleton" from RStudio.

I've seen this functionality requested twice in private discord conversations this week alone. I also came across this blog post which notices the same lack of functionality.

It seems like people want this feature!
