In continue of #11428

Besides stable, lazer and web tags, we also need technical support and question (when stable, lazer or web isn't fitting).
Adding new tool bar?
They should have different colors. Thinking it could be:
osu!lazer - ?
osu!stable - orange
osu!web - ?
technical support - ?
question - ?
Also decided on needing icons instead of text

peppy added the area:forum label
