Added telegram bot for the simple bot chat applications.
Functions:
1.Bot Information.
2.Getting all updates.
3.Get last message parameters like first name, id, text.
4.Populate the contacts into a local text file ( load them at init or update them frequently )pass the parameter to function as 'load' or 'update'. 'load' is a default argument.
5.Echo the last message send to the bot.
6.Get the message from the given 'first name' in the contact list.
7.Print all the messages send to the bot.
8.Send message to a given 'first name'.
9.Broadcast the message to all the 'first name' in the contact list.
